Admission to a graduate-level program in aerospace engineering requires a previous degree in a related discipline (eg. aerospace or mechanical engineering) with a minimum B+ average (in some cases this must be an honors degree). Some schools also require some form of advanced experience in an aerospace or mechanical engineering environment (eg. undergraduate co-op experience).
Admission to a PhD program can either be directly after acquiring an undergraduate degree in aerospace or mechanical engineering (in addition to already having extensive research experience, and being published in a peer-reviewed journal), or after acquiring a relevant Master's-level degree in aerospace or mechanical engineering.
As all graduate programs require a supervisor, most schools require this person to be approved prior to final admission.
