Admission to a graduate-level program in water resources engineering requires a previous degree in a related discipline (eg. civil engineering, environmental engineering) with a minimum B+ average (in some cases this must be an honors degree). Advanced experience in a related environment (eg. co-op, directed studies, industry experience, etc.) is considered an asset.
Admission to a PhD program can either be directly from an undergraduate degree (with exceptional marks and an aptitude for research) or after acquiring a relevant Master's-level degree.
As all graduate programs require a supervisor, most schools require this person to be approved prior to final admission.
