Threat Management Program - Justice Institute of British Columbia

The Justice Institute of British Columbia (JIBC) offers threat management and response planning courses primarily designed for 'law enforcement agencies, government, and private sector organizations that are concerned with protection and enhancing the security of individuals, facilities and communities.' The JIBC has developed 'expertise in threat management and response planning' through 'years of experience training personnel involved with high security trial management,' and 'is the only institute in North America providing comprehensive, operational training in this field.' The JIBC provides participants 'enrolled in threat management and response planning courses with practical information and tools that can be applied immediately when they are back on the job.' Currently, 11 courses are available including 4 in Threat Management, 4 in Operational, and 3 Workshops; 'customized, performance-based curriculumĘ is also offered.

In Threat Management, courses include Introduction to Protective Intelligence, Managing Targeted Violence, Infrastructure Vulnerability Assessment, and Forensic Interviewing and Report Writing. The Introduction to Protective Intelligence is a 5-day course that provides students with an introduction 'to the field of protective intelligence and threat assessment,' including 'development history, methodology, and principles as related to protective intelligence and threat assessment.' The Course will include 'interactive lectures, scenarios and readings.'

The Managing Targeted Violence course is 4 days in duration providing practical training in 'the identification, assessment and management of individuals and groups who show violent intent.' This Course may be of particular interest to professionals 'responsible for assessing, recommending and providing security - such as security and corrections personnel, managers (e.g. facilities, human resources) and police.'

The 5-day Infrastructure Vulnerability Assessment course will provide students with the knowledge and skills 'to conduct vulnerability assessments of critical infrastructures in order to eliminate, minimize or mitigate risks,' including 'instruction in current methodology, terminology and effective report writing.' The Course will involve 'interactive lectures, case studies and a final scenario.' Candidates will be required to 'perform an assessment of a selected site and will be evaluated on that assessment.'

The Forensic Interviewing and Report Writing course, which is 5 days in duration, is primarily designed for 'staff assigned security management responsibilities, who are required to interview a variety of professional and private sources when gathering protective intelligence and conducting threat assessments.' Candidates will review 'relevant legislation, policies and procedures, investigative methodology and current practices,' and 'acquire skills to complete comprehensive notes, progress reports and threat assessments.'

Operational courses include Command Level Incident Management, Controlled Access Points, Multiple-Vehicle Motorcade, and Critical Incident Investigation and Report Writing. The 3-day Command Level Incident Management provides an introduction to 'to accepted principles of managing incidents' as well as a 'review Incident Command and Crisis Management principles through participation in lectures, group activities and scenario-based training.' The student will be prepared 'to manage a reactionary incident based on' his/her 'background, and to manage a long-term situation such as a high profile/high security event which requires added resources.'

The 2-day Controlled Access Points (SearchGate) course will introduce students 'to concepts, principles and tactics surrounding the operations of controlled access points and search gates.' Students will 'receive instruction on legal aspects and policy as they relate to the operation of controlled access points,' as well as 'in the identification of contraband, prohibited and restricted weapons, explosives and street-level narcotics they may discover during the operation of controlled access points.' Participants will be trained through a combination of 'interactive lectures, scenario-based training and hands-on demonstrations of the use of various types of search equipment..'

The Multiple-Vehicle Motorcade Training course is 4 days in duration and 'is designed to instruct candidates in command and control aspects of multiple-vehicle motorcades.' The Course will include 'interactive lectures in incident command review, operational planning and advanced escort principles.' Students will partake in 'a half-day refresher course in Total Control Driving from the Pacific Traffic Education Centre, vehicle operation (lecture and practical), advanced escort practical and a half-day final scenario in the community..' During the 'scenario-based training,' participants 'will use approved operational plans.'

The 5-day Critical Incident Investigation and Report Writing 'course prepares managers and senior supervisors to conduct management inquiries and internal investigations,' and will include a review of 'relevant legislation, investigative methodology and current practices.' The Course will include a component in Forensic Interviewing during which participants will be equipped with the ability 'to conduct interviews in various settings and for a variety of investigative reasons.' Moreover, students will 'learn how to write a clear, comprehensive report which meets the needs of their organization.'

The Workshops in Threat Management provided by the JIBC includes Media Awareness, Media Management and Facilitation, and Personal Threat Awareness. The Media Awareness shop is a half-day in duration and 'is designed to introduce supervisors and line staff to media relations.' Participants will be instructed on the appropriate approach and tactics to use 'during interaction with print, radio and television media.' Students will review ' the tactics employed by media through lectures and scenario-based training, and will' be prepared 'to respond appropriately to media encounters.'

The 2-day Media Management and Facilitation workshop will ready 'an organization's staff to participate in the development of media management plans for high-profile events and become part of a media facilitation network.' The major topics to be covered by the workshop include an 'overview of incident command and the role of the facilitator; the Media Planning manual; the Media's role (what they want), and the objective of media facilitation to reduce pressure on operations.'

The Personal Threat Awareness shop is a half-day if instruction designed to increase 'personal awareness of threatening behaviours,' such as 'clues to an individualĘs potential for violence within a courthouse.' Participants will be equipped with some of the 'tools to increase personal safety and to reduce the risk of violence.'

The JIBC also provide customized, performance-based courses and workshops with the specific 'format and context to suit' the needs of one's organization and/or employees. These customized learning experiences also provide 'a shared, consistent learning experience for' all employees and 'the same cutting-edge excellence in training, using the same professional instructors as' the JIBC's programs, except that they will be delivered at one's workplace. Customized courses and shops are available in topics like Advanced Escort Training, Command Level Incident Management, Controlled Access Point (SearchGate), Corruption and Integrity Compromise, Critical Incident Investigation and Report Writing, Forensic Interviewing and Report Writing, Infrastructure Vulnerability Assessment, Introduction to Protective Intelligence, Managing Targeted Violence, Media Awareness, Media Management and Facilitation, and Use of Force Training.
