Chief Fire Officer Professional Designation Program - Justice Institute of British Columbia

The Chief Fire Officer, which is the highest rank in fire services, is primarily responsible for the daily management and operational command of the fire service. The Chief Fire Officer Professional Designation Program is 'governed by the Canadian Chief Fire Officers' Professional Designation Council, established and wholly owned by the Canadian Association of Fire Chiefs.' The Program, which satisfies National Fire Protection Association (NFPA)standards and current requirements for Chief Fire Officer,' is a voluntary program that aims 'to recognize Chief Fire Officers who have achieved a defined standard of professionalism, to enhance the level of Chief Fire Officer competence and professional conduct through training, education, continuing education and management development, and to assist career planning for emergency services Chief Officers and aspiring Chief Officers.'

The Program consists of '7 mandatory components.' The latter includes, Employment Experience and Competency to Standards, collectively worth 40 percent of the Program, Training and Education, which is worth 30 percent of the Program, Continuous Learning and Professional Behaviour, each of which is work 10 percent of the Program, and Community Involvement and Self Assessment, each of which is work 5 percent of the Program.

To be eligible for the Program, the applicant must be an officer, not necessarily a Chief Fire Officer, from either the 'career or volunteer ranks.' Applicants should at least, however, 'have had the opportunity to work in a Chief Officer acting capacity, or' have had 'experiences in many different settings, or' possess 'exceptional educational qualifications.' In most cases, though, to 'obtain the number of points required for the designation' of Fire Officer Chief will have had to acquire 'the scope and breadth of experience necessary' equivalent to an acting Fire Chief Officer.

Successful candidates will be awarded Chief Fire Officer 'designation letters and certificate' once they have successfully completed 'the application process and required program components.' The Program utilizes a tiered system of designations. The ôAssociate Chief Fire Officerö is the lowest designation level, the ôChief Fire Officerö is 'the second level, and the "Fellow Chief Fire Officerö is the highest designation. Therefore, candidates can 'progress from one level to the next as they develop in their careers.' However, as candidates from 1 level to the next, the requirements become 'progressively more stringent, both in the number of points required and in the assessment process.' Candidates can take advantage of the 'career and development planning option,' which is part of the Program, as a guide to help them progress between levels.

Candidates will be assessed by an AssessorÆs Committee; currently, though, the latter 'has not had the opportunity to review enough cases to feel confident about assigning threshold points (or ôpassö mark) for each designation level in a way that makes the process accessible to a broad range of applicants without diluting the value of the designation for those who make it.' Normally, to achieve ôAssociate Chief Fire Office" status one must complete and submit the Application Kit, pay the required fees, and earn 1000-1399 points. To achieve ôChief Fire Officerö status, a candidate must 'submit a written request to the Chair of the Assessment Committee,' pay all required fees, and earn 1400 to 1599 points. To be awarded "Fellow Chief Fire Officerö designation, an applicant must provide 'a written request to the Chair of the Assessment Committee,' pay all required fees earn at least 1600 points, and 'successfully pass (with a minimum of 150 points) an oral and written assessment.'
