PROGRAM WEBSITE Fire Protection and Investigation - Justice Institute of British Columbia The Justice Institute of British Columbia (JIBC) offers courses in fire protection, fire investigation, and fire and life safety education enabling candidates to 'meet Nation Fire Protection Association's Standards NFPA 1031, NFPA 1033 and NFPA 1035' in these areas. Regarding Fire Protection, the JIBC offers Fire Inspector I and II and Plan Examiner I, all of which meet NFPA 1031 standards for professional qualification and are accredited by both the International Fire Service Accreditation Congress (IFSAC) and ProBoard. Fire Inspector I aims to 'enhance professionalism within the fire inspection industry, recognize and provide evidence of competence relative of the standards set by NFPA 1031, and, ensure proficiency in the use of codes and standards.' Fire Inspector II furthers the knowledge and skills acquired 'in the Fire Inspector I course to achieve Level II of the most current NFPA 1031 Standard for Professional Qualifications for Fire Inspector and Plan Examiner.' Plan Examiner I builds upon Fire Inspector I by extending 'the knowledge gained from' the latter and develops 'the requisite knowledge of the inspection function.' Although not required for admission to the course, prospective Plan Examiner I students are advised to take BC Fire Code I (FIP160) and BC Building Code I (FIP170). Regarding Fire Investigation, the JIBC offers Fire Cause and Origin I and II, both of which meet NFPA 1033 standards for professional qualification. Fire Cause and Origin I is designed for candidates 'who are members of regulatory or enforcement agencies' and provides them with an introduction 'to fire investigation and the roles and responsibilities of the fire investigator' as well as with 'the fundamentals of fire science and causal factors in order to determine the origins and causes of fire and meet reporting requirements.' The Course includes an examination of 'the applicable legal and regulatory requirements, including relevant legislation and standards, and the relationship of the fire investigator with other entities involved in the investigation.' Fire Cause and Origin II is a 3-day course that builds 'on the knowledge gained from Fire Cause and Origin I and includes 'a live burn component and evaluation required by NFPA 1033.' Candidates 'will learn to secure the scene, conduct a fire scene examination, preserve evidence and prepare and present investigation findings.' To be eligible to register in the Course, applicants must have completed either Fire Cause and Origin I (FPIN150) and/or Canadian Fire Investigation School (CFIS) Level I. Applicants 'who have completed CFIS Level I must fax their certificate to Debbie Watts at 604.528.5660.' Regarding Fire and Life Safety Education, the JIBC offers Fire and Life Safety Educator I and II/III. Fire and Life Safety Educator I, which meets NFPA 1035 standards for professional qualification and is accredited by both the International Fire Service Accreditation Congress (IFSAC) and ProBoard, Fire and Life Safety Educator I is a 2-day course that examines ways in which fire services can 'reach into their communities and encourage positive change.' The Course will focus 'on enhancing the capability of the fire service personnel at delivering sound public education to their communities.' Students should note that 'Fire Service Instructor I is a co-requisite for full certification to NFPA 1035.' However, candidates 'without Fire Service Instructor I certification may take' Fire and Life Safety Educator I. Fire and Life Safety Educator II/III builds upon the knowledge acquired in Fire and Life Safety Educator I by enhancing 'students' ability to create, administer and evaluate educational programs and information to meet identified community needs.' including 'establishing priorities through data analysis, designing education programs, preparing budgets and developing policies as they relate to education programs.' Candidates will be require to complete 'comprehensive pre- and post-course assignments' as they 'use their new skills to develop an educational program to address a fire and life safety issue relevant to their community.' To be eligible to register in the Course, applicants must have completed Fire and Life Safety Educator I.
